The Institutional Support to the Ministry of Agriculture, Forestry and Rural Development (ISMAFRD) project was managed during January 2007 to August 2009 by the European Commission Liaison Office, and implemented by a consortium including AGRIFOR Consult (Belgium) and GOPA (Germany).

The focus of the ISMAFRD project was on Change Management. The project’s overall objective was to assist in stimulating further the rural economy in Kosovo, reducing rural poverty and ensuring food security, and ensuring the sustainable management of natural resources.

The specific purpose of the ISMAFRD Project was to strengthen the institutional capacity of MAFRD.

The project provided technical assistance, training support, skill transfer and capacity building to MAFRD’s staff in Pristina and the Municipalities, as well as related bodies.

The project helped MAFRD to draft, implement and advance agricultural and rural development policies and practices that are relevant to anticipated EU membership.

This was achieved by implementing the four main components of the project, which were to support the ministry in:

  1. EU integration, law approximation and harmonization;

  2. agricultural policy and surveys, particularly the Farm Accountancy Data Network (FADN);

  3. programming and budgeting, in particular to facilitate access to IPA financial resources; and

  4. human resource development and training, in order to increase MAFRD’s operational efficiency.
